Question What's the difference between the two places of 'Categories'?

I'm trying very hard to understand WordPress and it's interaction with Elementor Pro, but things don't seem to be very user friendly.

For example: why are there two places where 'Categories' are mentioned?

1. one under Templates
2. one under Posts

Are they pointing to the same thing? Are they different? They must be different, because when I open 'Categories' under Templates, then I don't see any of the categories I had created under 'Posts'.

But if they are different, what's the difference?!

Nobody answered! I have a problem with categories too. I'd love to read the answer to this
