Issues with setting the column percentage for tablet and mobil

Initially when I started developing my site, the facility for changing the percentage of columns in the tablet and mobile mode worked. Now the facility has stopped working and the changes I initially made have reverted to columns showing in full wide for mobile and tablet.

This means that I can’t make my site responsive for tablets and mobiles. Does anyone know how to solve this?
