How do I keep my entire site a relative size? (Titles keep shifting when I resize my browser).

I am trying to make a website that stays the same size and distancing stays the same as the browser gets resized. I'm having issues because unless the browser is full screen, titles move and shift, paragraphs get really long instead of resizing, distancing between things gets messed up...

How can I keep it all a relative size? For PC and Mobile? I have attached screenshots of one example in fullscreen and smaller sized browser window.
