Question Best block/widget for this header?

I have my community site at, google Plockton Community, first one.

A full-width image at the top, a site title top left, a description bottom right.

The site is being rebuilt on local host. Minimal plugins, just Astra Pro and Elementor Pro. Ultimate Addons for Elementor also.

What is my best option for doing this, using my tools? All CSS on the existing.
