I'm building a one page site. Elementor tutorials show where to set the anchor link, then say to use the custom links drop down in the appearance menus, but it's not there . . so where in the blazes is it?

Have you tried "Appearance - > Menus - > Screen Options" and enabled the "Custom Links" in "Boxes"?
