Question Content width decouple from browser width

I need my content to be a set width, regardless of how wide the browser is.

In mobile or tablet, I want content to be wider than the screen. I want mobile / tablet users to scroll horizontally or zoom out to view elements to either side. How can I do this? Everything I've tried simply stacks the elements on top of each other. Which I definitely don't want.
