Need help to create anchored button that freezes on top while scrolling down to its linked section

How do I change the button color when it reaches a specific section of the page ( e.g, when it reaches my anchor link),I want the button connecting to the anchor link to change from my existing color to another color so that users of website knows that we have arrived at the section designated on the buttons.
