How to Design the section I have attached

Hi everyone. I want to design a section like these photos which I attached and I would like to know which plugin I should use to design like this. the description about this section is that when you click on these little tabs on the right, the active one must show the description on the dark blue place in the left and the tab must become orange when it is active. and also in the mobile version, the active area will appear just under the clicked tab. however, these tabs might load with a load more icon below the column.
