Anchors not working in the menu

I have created menu anchors that when in a button on the page, scrolls directly to the section. However, when used in the menu, it will not scroll to that section. If I copy the URL from the menu item and paste in a new browser window, it will open at the correct section.

I have created same page menu anchors from the menu bar, several times with no issues, however after days and days of trying to figure out the problem, not solution. Any assistance would be helpful. As I mentioned, if I put the anchor in a button, it works, however if in the menu, it does not work. In the menu, I used a custom link - which is not scrolling. Thanks
